           I specialize in infrastructure based, or virtual, broadband network strategy, planning, design, deployment and operations. I provide my capabilities to commercial, government and international sectors. I am an expert in RF, core network, local and wide area mobility and portability, propagation, and program management. I have expertise with the FCC’s recently created Broadband Radio Service at 2.5 GHz, the old MMDS band. I am capable in client development, and professional services in broadband wireless strategy development, and program management of consulting and a team of consultants that are experts in a wide variety of specialties including RF market (city) design (number of cells), core network transmission and LAN/WAN architecture, IP address management, operations research and management science, analytical modeling and simulation, video (Internet & traditional broadcast), traffic engineering and capacity analysis for voice and data, network management, and operations management. I am author of the book "Creating WiMAX RFPs" written for senior staff considering deploying a WiMAX network. On client assignments, I offer a blend of talent that cost effectively addresses exacting clients’ needs, large or small. I offer packages of information that cost-effectively brings clients up to speed in broadband wireless. I am currently consulting with the largest IT professional consulting multinational. I enjoy most, the business development and the modeling of business and technology problems -- a pursuit I am deepening in the completion of my praxis-dissertation for my Doctorate of Engineering in Engineering Management at SMU. Recent project included streamlining hospital communications, developing a global WiMax strategy for a petroleum multinational, designing a citywide digital community for a municipality, and developing a strategy and high level design for an electrical utility. The strategy allowed the use of substations for wireless connection of electric meters using WiMAX broadband wireless as backhaul and evaluating vendors for a communications infrastructure to backhaul Automatic Metering Infrastructure (AMI), distribution automation, demand side management and workforce mobility applications. I am recently supporting IBM mobility and wireless practice where I consult to C-level executives.

            I led the team that set the course for MCI’s next generation, broadband wireless Internet technology in MCI's Broadband Wireless (MMDS) Solutions division. I have significant knowledge of the current state of the art of broadband wireless technologies given due-diligence investigations into dozens of 2G fixed wireless access (FWA) radio and data vendor's next generation products. I use my knowledge of MCI's global networks, both core and access, and Internet and telephony, and our next generation access strategy, to help establish the role of broadband wireless into MCI's overall corporate strategy. Other recent accomplishments included directing the team that performed technical analysis and field due-diligence on the Metricom wireless IP investment and service, and directing the 40 person Skytel messaging service's technical consultants group designing special customer applications. I am a frequent public speaker at industry shows, contributor to industry publications, and presenter on live web-casts. I am skilled at customer presentations. I was awarded very recently with the broadband wireless industry association’s highest award "for technical vision and industry service" by the Wireless Communications Association (WCA). With this, added to my recent academic attainments, I have reached a high level of effectiveness in technology and engineering management. I enjoy business case modeling and application of operations research and management science techniques to business and technical optimization problems. I also enjoy the challenge of sales and proposal development.

Here I led the team that created the technology road map for our advanced messaging network. I developed applications for emerging major customers, and designed wireless extensions for enterprise resource planning (ERP) systems. I led my staff in the creation of the plan for adding an advanced intelligent network (AIN) to our core network. At conferences, and speaking and participating on committees, I promoted the wireless application protocol (WAP) and 3G/IMT-2000 concepts for our 2-way messaging and paging industry. I attained my master's degree in Telecommunications at this time, and continued toward my Doctor of Engineering degree with a concentration in engineering management, telecommunications and operations research. I enjoyed most modeling business and technology problems to create technology strategy.

Senior Manager, Engineering

 

            I managed the RF, business, and deployment planning groups of our national GSM program. There I created RF plans and strategies for our national deployment. I led my staff in the creation of radio service coverage, capacity, and frequency plans for several major US cities. I had business plans created for a national service organization and for our local operators in regional markets. My staff, at the time numbering 14, created program implementation schedules for a nationwide deployment.  Subsequently, I led the MCI/NewsCorp direct broadcast satellite (DBS) program. As department head of RF technology and manager of the team numbering over 40, that program included the major projects of planning the satellite development and launch, the uplink architecture and construction, design of video operations, the set-top box development, and the operational support systems (OSS) plan. While at MCI, I led several other projects including due diligence, via modeling, of CDMA, TDMA, MIRS/iDEN and GSM wireless PCS businesses and technologies for potential partnerships or acquisitions. I performed cost and business cases for deployment of a wireless local loop (WLL) business for Avantel in Mexico and conducted investigations into acquisition, partnerships, or alliances with firms such as Nextel and Nextwave. Business modeling and technology modeling was my most effective contribution.

Director of Engineering

 

            As the director of engineering of a consulting profit and loss center of up to 20 consultants, I led my group in the acquisition of consulting projects, and then in delivering these services to our major carrier-clients worldwide. With full P&L responsibility, I profitably delivered six winning national spectrum license projects for our carrier clients for the countries of Portugal, Colombia, India, and others. We provided radio coverage (RF propagation prediction), capacity, and frequency planning for nationwide designs, over a 10 year planning horizon. As a consultant I delivered state of the art design techniques in analogue and digital cellular PCS systems, and for the technologies of GSM, CDMA, iDEN and TDMA, regional and nationwide designs. My fluent Spanish and working German helped me work and sell effectively internationally. This period of consulting provided me with the P&L experience necessary to profitably deliver major projects by using 10 to 20 senior engineers, working in a focused manner, on client programs. Based on this experience, I am confident delivering value to the bottom line for clients’ multi-person, multi-month programs. With this profit center experience and sales responsibility, I am experienced at capturing revenue, reducing cost, accelerating receivables and watching payables. I enjoyed the modeling of department P&L as well as client business and technology challenges.

I held three major assignments with GE in Virginia, New York, and Germany. I managed the RF design-team and program-managed the team that developed the next generation VHF base station for the land mobile industry – the VHF MASTR III where I applied and practiced design for low cost, high volumn manufacturability and quality principles and practices. Additionally I managed a department of microwave circuit design engineers building micro-miniature 10 GHz receiver and radar modules for sensitive military airborne applications. Lastly, I provided consulting services to USAF/Europe, special intelligence squadron, in the area of electronic and communications intelligence. I held a Top Secret (and above - SI) clearance.

I designed microwave circuitry in the Advanced Technology Laboratory, for micro-miniature advanced military applications. I attained my professional engineering license in Texas and my master's degree in electrical engineering at this time.             Here I completed over 300 pre- and post-sale communication system designs, proposals, plans, and propagation predictions for our land mobile customers in two-way radio, microwave point-to-point links, paging, and data systems. This premier radio company was interested in both my commercial operators license and amateur radio operator’s licenses I had attained at an early age.
